What does the consular legalization in Ukraine mean?

It is the process of making the documents out. It is aimed at bringing document into force for further usage abroad. It is an error to think that one should legalize the documents upon arriving abroad. In fact, the documents are subject to legalization only in the country of issue, that is Ukrainian documents are subject to legalization only in Ukraine, Russian documents are subject of legalization only in Russia, Belarusian documents are subject of legalization only in Belarus and so on.

Consular legalization of the documents in Ukraine is required if the country, for which the documents are being made out, is not in the following lists:

1. The list of the countries, which have signed the Hague Convention.
2. The list of the countries, which have signed with Ukraine a bilateral agreement about legal assistance in civil cases.
Detailed lists with the names of these countries is given in table No. 1 and table No. 2 at the ‘Apostille in Ukraine’ page of this site.

If the country is a member of the Hague Convention, the documents may be prepared by the simplified method of legalization, that is apostilization, translation into a chosen foreign language, and notarization.

If the country has signed with Ukraine a bilateral agreement about legal assistance in civil cases, legalization is not required. It is enough to translate the documents into a chosen foreign language and notarize them.

If the country, for which the documents are being made out, is not included in the above-mentioned lists it is necessary to legalize the documents in Ukraine.

This principle of the documents preparation acts within the international legal framework, though exceptions from the rules have happened in our practice. That is why before execution of the documents, please, consult the organization, where you are planning to present the documents, and reconfirm the method of their execution.
